Terrorism did not begin with 26/11 or even 9/11.
However, the massive investments made by different countries for its
eradication seem to have yielded only sub-optimal results. From Paris to
Pathankot, acts of terror continue to cause havoc throughout the world. Diverse
groups like the Boko Haram compete with those like the Lashkar-e-Taiba in
causing mayhem. The rise of the Islamic State presents a unique case of a
proto-state established and run by a terrorist organisation, which combines
public brutality with revenue-generating activities to emerge as the face of
global terror today.
Terrorism Today: Aspects, Challenges and Responses is
the outcome of an international Counter-Terrorism Conference convened by the
India Foundation at Jaipur in March 2015. It brings together a wide variety of
scholars, practitioners, analysts and policymakers to help in a better
understanding of the phenomenon of terrorism and the way forward.

Gen. Dhruv C Katoch, SM, VSM is an alumnus of Sherwood College, Naini Tal, the
National Defence Academy, Khadakvasla and the National Defence College, New Delhi.
Commissioned in the Dogra Regiment on 31 March 1972, he is a third generation
army officer. He served for two years in active operations in Sri Lanka as part
of the Indian Peace Keeping Force and also spent many years in combatting
terrorism and insurgency within India. Post retirement, he served in the Indian
Army`s premier think tank, Centre for Land Warfare Studies (CLAWS) and later
headed that establishment for two years till November 2014. While at CLAWS, he
headed a group which produced a comprehensive report on Left Wing Extremism: An
Internal Security Challenge and Response Strategy for Security Forces 2015, and
another report on Perception Management in the Indian Army. He has co-edited
three books (China`s Defence Policy, Naxal Violence, Liberation Bangladesh
1971) and edited another on the 1965 Indo-Pak war. He writes on defence and
security related issues and has contributed book chapters as well as articles
to defence journals, newspapers and magazines. He is also a guest speaker at
universities and in military training establishments in India. Based in the
NCR, he is currently the editor of SALUTE magazine and the Secretary General of
Indian War Veterans Association (IWVA).
Shakti
Sinha was a member of India`s higher civil service–the Indian
Administrative Service–from 1979 to 2013. He currently heads the Policy
Research Group at the Bureau of Research in Industry and Economic Fundamentals
(BRIEF), an economic think tank. He is also the Director of an upcoming think
tank, South Asian Institute for Strategic Affairs (SAISA). While in government
service, he has held positions at different levels including as private
secretary to India`s former Prime Minister, Shri Atal Bihari Vajpayee and as
Chief Secretary (chief executive) of the Andaman government and others.
Internationally, he headed the United Nation`s Governance and Development Team
in Afghanistan (2006-09) and was earlier Senior Advisor to Executive Director
on the World Bank Board (2000-04). Shri Sinha has worked at think tanks in India
(Observer Research Foundation) and Singapore (Institute of South Asian Studies)
and written many book chapters, journal articles, working papers, briefs,
columns etc. on political economy of India, Indian foreign policy and strategic
affairs, on Af-Pak etc, for global and Indian publications.
