The 26/11Mumbai terror attack has exacerbated the
trauma of terror not only in India but all over the world and increased the
national demand that our anti-terror machinery as lows need urgent enhancement
if the scourge is to be tackled head on.
We need not just laws that lend
substance to our emerging anti-terror strategies but more importantly, a whole
new generation of people who must be educated on what it means to fight terror
in a democratic set up.

Maj Gen Raj Metha. AVSM,VSM
retired from the Indian Army in May2006, after putting in over 37 years of
distinguished service. An Armoured Corps officer, he has, besisdes commanding
an Armoured Regiment and Armoured
Brigade, had the unique distinction of serving seven tenures in Jammu and
Kashmir, India, in a counter insurgency and Line of control (LC) environment.
He has also commanded a Rastriya Rifles Sector (equivalent to an infantry
Brigade) in South Kashmir and an Infantry Division in North Kashmir.
